重点引进数字经济（集成电路、人工智能、软件和信息技术服务）、高端装备（智能装备、航空装备）、新材料和新能源（前沿新材料、关键战略材料、光伏、氢能）、生物医药（生物医药、医疗器械、生物育种）等四个领域创业项目。                            

在嘉兴举办四个领域线上行业赛；总决赛在嘉兴举行。                                           

   须在公告发布之日时（2022年5月23日）回国创业在6个月以内或仍在海外的创业团队，并符合以下条件：

（一）学历要求。带头人一般应取得硕士及以上学位，有海外创业经验或曾在海外知名企业、机构担任过中高级技术（管理）职务；

（二）团队要求。拥有2或以上结构合理的创业团队，创业模式及发展目标清晰，有明确意向在嘉兴创办企业，其中核心成员至少有1名具有硕士及以上学位或相当于副高级及以上专业技术职务。

（三）项目阶段。参赛团队拥有自主知识产权或发明专利，带有成熟的创业项目与计划，且技术成果达到国际先进或国内领先水平，符合嘉兴产业发展要求，核心技术的产品已处于中试阶段，有较好的市场前景。

（四）申报人在整个创赛进行过程中、后续落户注册公司过程中不得进行变更，否则视为弃赛、无效。

（五）本届创赛为“创新嘉兴·精英引领计划”的四个落户通道之一，选择创赛通道则本年度不得申报其他通道；已经入选“创新嘉兴·精英引领计划”的项目不得申报本届创赛。

（一）项目申报。5月23日至6月25日，参赛者登录嘉兴人事人才网（www.jxrsrc.com）红船杯大赛专页报名（具体方式：跳转到嘉兴人才在线云平台后，选择个人登录，点击人才工程，选择“星耀南湖”人才计划下的领军人才计划，点击创业团队项目，选择赛事遴选通道报名），填写申报表并上传附件材料。

（二）资格审查。7月上旬，大赛组委会根据参赛要求，对申报材料进行资格审查，确定海外赛区四大行业赛入围初选名单。

（三）初选（技术评审）。7月中下旬，大赛组委会委托权威机构开展人才项目技术评审，确定入围海外赛区四大行业赛名单。

（四）初赛。8月，海外行业赛采取视频路演答辩方式在嘉兴进行，按行业类别分四场举行，各行业设一等奖1名、二等奖2名、三等奖3名。海外各行业赛前2名（小计8名），与国内初创组、成长组各赛前2名（小计10名），共18个项目入围总决赛。

（五）总决赛。9月，在“星耀南湖”长三角精英峰会期间举行，决出特等奖1个，一等奖2个、二等奖6个、三等奖9个。

（一）初赛入选。一等奖奖金2万元、二等奖奖金1万元、三等奖奖金0.5万元。

（二）总决赛入选。特等奖奖金20万元、一等奖奖金8万元、二等奖奖金3万元、三等奖奖金2万元。                                      

（一）1. 海外创赛初赛，各行业共计入选6名，给予200万元的创业资助。2. 各行业赛前2名晋级参加总决赛，获特等奖或者一等奖的，给予500万元的创业资助；获得二等奖的，给予300万元的创业资助；获得三等奖的，给予200万元的创业资助。3. 初赛与决赛配套项目资助不重复享受。

（二）此外还可享受60万元的购房补贴以及领军人才贡献奖励、创业扶持、成果转化、上市奖励等配套支持政策。

Overseas participants shall submit cases from the following four industries and compete accordingly: digital economy (integrated circuits, artificial intelligence, software and information technology services), high-end equipment (intelligent equipment, aviation equipment), new materials & new energy (cutting-edge materials, key strategic materials, photovoltaic and hydrogen energy), biomedicine (biomedicine, medical devices and biological breeding).

Overseas competition is open to America, Europe, Asia and Oceania, with online case competing. The final competition will be held in Jiaxing.

Applicants shall have not registered any company in Jiaxing on the date of the announcement. Applicants for overseas competition shall be entrepreneurs running companies overseas or having started a business in China within 6 months on the date of the announcement. Detailed requirements are as follows:

1. Educational requirements: the team leader shall hold a master’s degree (or above), with entrepreneurial experience or working experience as middle-level/senior manager or technician for well-known enterprises, organizations and institutions.

2. Team requirements: the team shall be well-structured with 2-5 members, distinguished in its business mode and development strategy, and willing to locate the company in Jiaxing. At least 1 key member is required to hold a master’s degree (or above) or professional titles equivalent to researcher/professor or associate researcher/professor.

3. Project phase: the team shall own a well-developed business plan based on its proprietary intellectual property rights or patents of invention, and must have developed state-of-the-art technologies that cater to Jiaxing’s needs for industrial development. Products equipped with its core technologies shall have entered pilot-plant scale and with good market prospect.

4. The applicant shall not be replaced with any other person during the whole process of the competition and the subsequent process of company registration, otherwise it will be regarded as abandoning the competition.

5. The 6th Jiaxing “Red Boat Cup” Global Entrepreneurship & Innovation Competition is one of the four programs of “Innovative Jiaxing·Leading Elite Program”. If the program is selected, other program cannot be applied for this year. Those who have been enlisted in the “Innovative Jiaxing·Leading Elite Program” are not eligible for the competition.                                     

Submission. Application opens from May 23 – June 30, 2022. Please log in to Jiaxing Talents Website (www.jxrsrc.com) and submit your application and attachments in the “Red Boat Cup” page. (Log in to Jiaxing Talents Online Cloud Platform – Talent Project – “Starlit South Lake” Leading Talents Program – Entrepreneurial Team Project – Apply).

2. Eligibility review. The organizing committee will review the applicants’ qualification in the early July. Eligible applicants will be notified.

3. Pre-selection (technical review). Technical reviews will be carried out by an authoritative organization entrusted by the organizing committee in mid-to-late July. Longlisted applicants will be notified to compete by industry.

4. Preliminary. Domestic competition will have in total 5 rounds’ industry/inter-industry competitions in Shanghai and Hangzhou. 1 first award, 2 second awards and 3 third awards are set for each industry and the inter-industrial competition. Participants of overseas competition will defend by video roadshow online and compete for 1 first award, 2 second awards and 3 third awards for each industry. A total of 18 cases (top 2 from each group and industry) will participate in the final.

5. Final. Final competition will be held during “Starlit South Lake” Yangtze River Delta Elite Summit in September. Finalists will compete for 1 special award, 2 first awards, 3 second awards and 9 third awards.

1. Preliminary. The first awards with a prize of ¥20,000; the second awards with a prize of ¥10,000; the third awards with a prize of ¥5,000.

2. Final. The special award with a prize of ¥200,000; the first awards with a prize of ¥80,000; the second awards with a prize of ¥30,000; the third awards with a prize of ¥20,000.                                      

1. Participants of overseas competition will defend by video roadshow online and compete for 1 first award, 2 second awards and 3 third awards for each industry with ¥2 million start-up funding. The top 2 winners of each industry competition advance to the finals, and those who win the special prize or the first prize will be given ¥5 million start-up funding; those who have won the second prize will be given ¥3 million start-up funding; those who have won the third prize, ¥2 million start-up funding. The start-up fundings for the preliminary and final will not be offered repeatedly.

2. Other favorable policies include ¥600,000 housing allowance, contribution reward for Leading Talents, supportive policies for company’s registration, development, listing, and technology achievements transferring, etc.                                      

1. Participants who travel to Shanghai or Hangzhou will be given transportation and accommodation subsidies according the place of departure. Participants who travel to Jiaxing to attend the final competition will be provided with free accommodation and transportation subsidies from ¥500-5000 according to the place of departure.

2. Participants shall guarantee all registration documents are valid and legally liable, which will be used as references for project assessment and fund release. All documents, including intellectual property rights and invention patents, must comply with relevant laws and regulations, and participants shall be holding accountable for them. Submitted cases are not allowed to other competitions.

3. Participants will be disqualified and fund recovered once discovered cheating or submitting false information, and the legal liabilities shall be prosecuted.

4. There is no charge for the competition, whereas award winners shall voluntarily declare personal income tax.

5. The organizing committee reserves the right of supplementation and final interpretation of the competition rules. Uncovered matters will be further notified.
